Lao students and teachers to benefit from South-South Cooperation Skills Development Network

BANGKOK (ILO News) - Supported by the ILO-China Partnership Project on Skills Development, China’s Tianjin Electronic Information Technician College (TEITC) and Polytechnic College of the Lao People’s Democratic signed a Memorandum of Understanding (MoU) on South-South Cooperation Skills Development under the Belt and Road Initiative, in Tianjin municipality, China, on 13 May 2025.

The MoU, signed by Liqun Wang, Head of TEITC, and Lamphone Seangsavang, Deputy Director of Lao Polytechnic College, aims to promote technical exchanges, strengthen China–Lao PDR collaboration through the South-South Cooperation Skills Development Network, and cultivate a skilled workforce in the Lao People’s Democratic Republic.

“Laos is currently facing an urgent demand for talent amidst industrialization and digital transformation,” said Lamphone Seangsavang. “This signing, as the first in-depth cooperation between Lao Polytechnic College and a Chinese college, is of milestone significance.”

Liqun Wang highlighted the signing ceremony as a key step in advancing China’s Belt and Road Initiative and South-South cooperation. “The collaboration will focus on skills development, faculty training, and global learning opportunities, fostering talent growth and regional prosperity,” Wang added.

Launched under the ILO/China Partnership Programme in 2021, the South-South Cooperation Skills Development Network has brought together 41 technical and vocational education and training (TVET) institutions from China, Cambodia, the Lao People’s Democratic Republic, and Myanmar. The initiative has strengthened institutional capacity and equipped over 577 teachers and students with practical skills through targeted vocational training and capacity-building efforts.
