Kyrgyz parliament calls for ratification of ILO convention on violence and harassment at work
In cooperation with the International Labour Organization (ILO), the Parliament Council on the Rights of Women, Children and Gender Equality of the Kyrgyz Republic organized an ad-hoc meeting to mark the launch of 16 Days of Activism Against Gender-Based Violence Against Women and Girls. The event focused on violence and harassment in the world of work and ratification of the ILO Convention No.190.

The meeting followed the decision of the Cabinet of Ministers of the Kyrgyz Republic to approve the draft Law on ratification of the ILO Convention on Violence and Harassment (C190) and its submission to the Parliament for consideration on November 17, 2023.
The meeting brought together more than 60 members of the Council - representatives of government entities, social partners, international and non-governmental organizations, and international partners.
Nurlanbek Azygaliev, Vice Speaker of the Jogoru Kenesh (Parliament) of the KR in his welcoming speech commended the decision of the Government to ratify the C190 and encouraged the participants to focus the discussion on the issues of gender equality in the world of work.
Further discussion was led by Özge Berber Agtaş, Gender Equality and Non-discrimination Specialist, ILO Office for Eastern Europe and Central Asia. She presented Convention No. 190, including terms and definitions, scope and coverage, core principles, protection and prevention mechanisms, guidance and awareness raising.
“We express our appreciation to the ILO for the provided details that helped us to examine the issue of V&H in the world of work from different angles. I find it particularly relevant as the draft Law is under the consideration of the Parliament now. I hope today’s discussion would contribute to the ratification process,” said Gulya Kozhokulova, Member of the Parliament and moderator of the meeting.
The meeting will promote higher-level national policy dialogues on gender equality in the world of work. The participants were familiarized with the findings of national gap analysis supported by the ILO as per the standards set by Workers with Family Responsibilities Convention (№156), Maternity Protection Convention (№183), Domestic Workers Convention, 2011 (№189) and Violence and Harassment Convention (№190). The participants received basic information about international labour law and labour standards. They learned about the concept of Care Work and importance of compliance with the fundamental ILO Equal Remuneration Convention (№100), Discrimination (Employment and Occupation) Convention (№111) as per the observations provided by CEACR.
“Indeed, the Council should keep focusing on promoting equal opportunities and treatment of women and men in the labour market. We should provide an impetus to the implementation of the Action Plan adopted by the Council for the right of Women, Children and Gender Equality under the Speaker of the Parliament for 2023-2026 ,” said Jamanbaeva Jamilya, Ombudsperson of the Kyrgyz Republic.
“We are pleased to know that the draft Law on ratification of C190 is under consideration of the Parliament. The workers organizations have greatly contributed to the awareness campaign and we will continue working with the Government and employers’ organizations on promoting ratification of other ILO Conventions in the framework of the Tripartite General Agreement for 2022-2024,” said Rysgul Babaeva, Deputy Chairperson of the Federation of Trade Unions.
“JIA business association being a party of the Tripartite agreement and the only member of the International Organization of Employers stands for improving working environment based on the principles and provisions of the international labour standards. At the same time, we encourage all partners to undertake close consultations with workers and employers’ organizations throughout the implementation of the ratified Conventions,” said Joodar Omoshov, Chairperson of the Board, JIA Business Association.
As a result of the tripartite discussion, the Council adopted a resolution in the format of Recommendations to the Cabinet of Ministers of the Kyrgyz Republic on promoting the ratification and implementation of ILO’s international labour standards on gender quality and non-discrimination in the world of work in close consultations with the social partners and the ILO.
