Jordan advances policy dialogue and investment pathways for a Just Energy Transition
Strengthening national dialogue and partnerships to translate just energy transition ambitions into concrete policies and investment opportunities that support decent work and economic resilience

Amman, Jordan (ILO News) – Jordan has taken an important step toward aligning climate action with job creation and industrial development through the results of the Joint SDG Fund programme “Promoting Just Energy Transition for an Inclusive Economy in Jordan (JETJO)”, implemented by the International Labour Organization (ILO) and the United Nations Industrial Development Organization (UNIDO). The programme builds on the ILO’s broader just transition engagement in Jordan, including support provided through the ILO-funded initiative JustJordan, which helped strengthen the foundations for advancing the just energy transition agenda in the country.
The programme’s key results and forward-looking proposals were presented during a national forum that convened representatives from government institutions, employers’ and workers’ organizations, development partners, and technical experts to discuss policy priorities and investment pathways supporting Jordan’s just energy transition.
The two‑day forum provided a platform to present the programme’s results, facilitate dialogue between government institutions, employers and workers, and gather national inputs to further refine potential climate investment initiatives. Participants included representatives from the Ministry of Labour, Ministry of Environment, Ministry of Energy and Mineral Resources, Ministry of Industry, Trade and Supply, the Jordan Chamber of Industry, and the General Federation of Jordanian Trade Unions, alongside development partners and technical experts.
Panel discussions highlighted the importance of social dialogue and tripartite cooperation in shaping Jordan’s energy transition. Speakers emphasized that aligning climate policy, industrial development, and labour market strategies is essential to ensure that the transition generates decent work opportunities while strengthening economic resilience.
Consultations during the forum also contributed to validating key elements of a potential Green Climate Fund (GCF) readiness proposal aimed at strengthening Jordan’s capacity to translate its climate commitments into concrete investment actions.
Throughout its implementation, the JETJO programme supported analytical work, stakeholder consultations, and policy dialogue aimed at strengthening the enabling environment for a just and inclusive transition to a low‑carbon economy. The programme focused on linking climate action with employment creation, enterprise development, and industrial competitiveness in line with Jordan’s Nationally Determined Contributions (NDCs) and broader economic modernization priorities.
Among the programme’s key contributions were policy insights and recommendations on green jobs and sectoral transitions, technical inputs supporting the integration of just transition considerations into Jordan’s NDC revision process, and the development of foundations for a national Green Jobs Strategy framework and multi‑year programme. The programme also explored opportunities for future climate investment aligned with Jordan’s transition priorities, including the development of three initial concept notes identifying potential areas for green investment and partnership.
The JETJO programme demonstrates how coordinated efforts between government institutions, social partners and international organizations supported by catalytic initiatives such as ILO’s RBSA-funded Just Transition work in Jordan can help advance a Just Energy Transition that balances climate ambition with economic development and decent work outcomes.
