Joint Action Plan to Promote Workplace Safety and Health being launched in Sindh
In response to the the Baldia Town Factory Fire in Karachi, Department of Labour, Government of Sindh, Employers Federation of Pakistan (EFP) and Pakistan Workers Federation (PWF) with the technical support of ILO, will validate and officially launch a Joint Action Plan to promote workplace safety and health on 4 October 2013 in Sindh

Karachi (ILO news) – In a signing ceremony at Avari Hotel in Karachi, the Department of Labour, Government of Sindh, Employers Federation of Pakistan and Pakistan Workers Federation will validate and officially launch a Joint Action Plan (JAP) to promote workplace safety and health in Sindh. The Joint Action Plan has been developed with the technical inputs of International Labour Organization (ILO).
The JAP is based on the recommendations of the ‘Tripartite-plus Consultation’ that was held in December 2012 with representation from ILO’s constituents; Government, Employers, Workers Organizations and buyer community, donors, civil society and media.
Following the consultation a lot of work has been carried out by ‘Joint Action Plan Working Groups (JAP-WG)’. The ILO carried out an initial assessment of the skills needs of the fire victims, extended skills training scholarships to 500 members of the victim's families and linked them with decent jobs. The Government of Sindh announced relief and rehabilitation packages for the aggrieved families.
This immediate and short term assistance has been translated into a sustainable effort in the form of JAP. That has been consensually endorsed by a task force including all the relevant stakeholders and duty bearers.
The JAP is framed around three main areas of intervention; (i) Occupational Safety and Health - Legislation and OSH issues (ii) Labour Inspection - Role of Labour Inspection to promote safe work and (iii) Work Injury Insurance Scheme – Existing Social Protection Practices. The JAP also clearly outlines the roles and responsibilities of various stakeholders.
The signing ceremony is being held on 04 October, 2013 and will be attended by representatives from the Government, Employers, Workers, Civil Society, Academia, Donors, Buyers community and Media.
The Chief Secretary Sindh, Mr Ijaz Chaudhry has kindly agreed to be the Chief Guest at the event. Mr Wasim Ahmed Ursani, Secretary, Sindh Labour Department, Mr Zaki Ahmad Khan, Vice-President Employers Federation of Pakistan, Mr Zahoor Awan, General Secretary Pakistan Workers Federation, Mr Francesco d’ Ovidio Country Director ILO-Pakistan, will also be present at the event.
Survirors will also share testimonies of how they have recovered from the trauma and started afresh after attending the skills training programme of the ILO.
A press conference is scheduled on 04 October 2013 at INDUS HALL Avari Hotel, Karachi from 10:30 hrs – 12:30hrs.
The Joint Action Plan will be available on ILO’s website and issued by the office in Islamabad in print, or as a PDF file in English. Media material including a press release and fact sheet will be available in English on www.ilo.org/islamabad.
