International labour standards and the development of social dialogue in Russia
This is the topic of the seminar, organized by the ILO upon the request of the State Duma (Parliament) of the Russian Federation. The seminar started today at Marriott-Aurora Hotel in Moscow.

Taking part in the seminar are representatives of the Duma, the Ministry of health and social development, employers’ and workers’ organizations, ILO officials and experts.
In his opening statement Mr. Werner Konrad Blenk, Director of the ILO Office in Moscow, noted that labour standards are models of social organization that help us find the balance between flexibility and security. The Russian Federation has made much progress in this sphere and ratified total 60 ILO Conventions, including eight key ones.
At the same time there are areas, in particular migration and social security, where the ratification of international labour standards could help the country to formulate a national policy.
Today all of us – Parliament, Government, employers and workers – have to join hands to take forward the role of labour standards, Werner Blenk said.
Andrey Isayev, Chairman of the State Duma’s Committee on Labour and Social Policy, expressed his appreciation to the ILO for organizing this seminar. Today a legal reform is under way in Russia, including in the sphere of labour and social dialogue, he said. In the market economy social bargaining now regulates many issues, which were previously under the State jurisdiction.
The adoption of the new Russia’s Labour Code, agreed upon by all social partners, was an important step forward, Isayev noted. Today the State Duma has almost completed its two-year work on amendments to the Labour Code, and many of the amendments are aimed at strengthening social partnership.
The seminar will continue its work till 21 December.
