Innovative mobile social protection registration campaign targeting the construction sector

A joint mobile registration campaign to extend social security coverage to workers in the construction sector is currently being carried out by the National Pension Scheme Authority (NAPSA) and the Worker’s Compensation Fund Control Board (WCFCB) with the financial and technical support of the ILO-led Zambia Green Jobs Programme (ZGJP).

The comprehensive extension of social protection to vulnerable workers in the labour market is becoming a hot topic in Zambia as the informal sector is reported to be increasing. Since the current design of contributory social security schemes does not take into account patterns of work among most of the Micro, Small and Medium Enterprises (MSMEs) in general and the construction sector in particular, a majority of MSMEs and their workers fail to qualify for benefits from the schemes, a pressing issue fully recognised by the Zambian Government.

As a result of the two MoUs signed between ZGJP, NAPSA and WCFCB earlier this year, a joint mobile registration campaign targeting employers and workers in the construction sector is currently being implemented in the Copperbelt Province. The overall objective of the campaign is to increase social security registration through an enhanced understanding and appreciation of the services and benefits provided by social security schemes.
During the time period 11th – 14th August and 17th – 20th August a total of eight information and registration meetings will be held in Ndola and Kitwe. The expected result is 200 workers registered with NAPSA and 200 employers registered with NAPSA and WCFCB.

WCFCB and NAPSA will carry out the registration and awareness campaign while at the same time collect information from the participants on specific areas of concern for the sector. The feedback and information gathered will feed into the rolling out of additional mobile registration campaigns as well as the development of appropriate social protection tools to cover the construction sector. The ZGJP is providing technical and financial support to the process.
