Informal economy: trade unions’ policy and actions
On September 17-19, Armenia’s capital Yerevan hosted a subregional meeting on informal economy. It was organized by the Pan-European Regional Council of the International Trade Union Confederation (PERC-ITUC) and the ILO to develop recommendations of the region’s trade unions while preparing for the adoption of the ILO’s new recommendation on informal employment.

ILO and PERC experts - ILO Senior Employment and Informal Economy Specialist Frederic Lapeyre, Chair of the ILO Workers’ Group Plamen Dimitrov and PERC Executive Secretary Grigor Gradev – gave an expert evaluation of the problem.
Frederic Lapeyre’s presentation uncovered history of the notion ‘informal labour’ and the current trends. He also focused on main stages of the preparation of the ILO’s new standard assisting transition from informal to formal economy – the ILO’s new recommendation to be adopted at the International Labour Conference in 2015.
Representatives of national trade union centres also had the opportunity to express their opinions on the problem, to tell about their countries’ informal economy and to demonstrate trade union activity within tripartite bodies and efforts to attract informal sector employees to trade unions.
On the second day of the meeting ILO Moscow Senior Social Security Specialist Mariko Ouchi briefed on Social Protection Floors Recommendation, 2012 (No. 202). ILO expert Vsevolod Barbaneagra made a presentation of a training manual on the informal economy. ILO Moscow Senior Specialist in Workers’ Activities Sergeyus Glovackas and Senior Specialist of the ILO Bureau for Workers’ Activities (ACTRAV) Magnus Berge focused on the main areas of technical support for countries of the region.
