Improving national system of labour inspection high on the agenda in Tajikistan

The roundtable was held in a hybrid format. It was organized by ILO Partnerships and Field Support Department (PARDEV), ILO Office for Eastern Europe and Central Asia and ILO’s Labour Administration, Labour Inspection and Occupational Safety and Health Branch (LABADMIN/OSH) LABADMIN/OSH.

The round table enabled the national partners to share information learned during the study visit, as well as next steps to improve national system of labour inspection. The round table, initially foreseen solely for national tripartite constituents, was extended to include representatives of the Ministry of Justice, Ministry of Economy and State Committee on Investment and State Property Management.


Participants got acquainted with: the minimum requirements of an effective system of labour inspection; positive effect of labour inspection for business and for workers; main gaps of national legislation and practices on labour inspection; aligning national legislation and practices with ILO Convention No.81.

The Ministry of Labour, Migration and Employment, with the support of the Union of Employers of the Republic of Tajikistan and of the Federation of Independent Trade Unions of Tajikistan, will propose to take labour inspection out of the scope of the current law that regulates all inspection services (and which is not in line with ILO C81) and draft a new special law on Labour Inspection, duly aligned with ILO C81 ratified by Tajikistan. This will allow Tajikistan to address the main gaps and shortcomings of national legislation and practices on Labour Inspection, already highlighted by the ILO CEACR and the CAS.

The roundtable was organized in the framework of the ILO PARDEV Project “Improving labour inspection system in Tajikistan and Uzbekistan through SSTC knowledge-sharing and peer-learning”.
