ILO welcomes renewed tripartite social dialogue in Ukraine
The International Labour Organization (ILO) has welcomed the renewed work of Ukraine’s National Tripartite Social and Economic Council (NTSEC), an important step towards strengthening social dialogue as the country advances recovery, EU accession and major labour market reforms.

KYIV, Ukraine (ILO News) – The NTSEC brings together representatives of the Government and representative employers’ and workers’ organizations to develop common positions and recommendations on economic, social and labour policies. Its return to active work provides an important national platform for the three sides to discuss priorities, reconcile different interests and help shape reforms affecting the world of work.
The ILO took part in the Council meeting on 7 October, represented by Peter van Rooij, ILO Regional Director for Europe and Central Asia, and Aida Lindmeier, Director of the ILO Country Office for Ukraine.
The renewed work of the National Tripartite Social and Economic Council comes at a critical moment for Ukraine.

“As the country advances recovery, EU accession and major labour market reforms, a strong and functioning Council can help ensure that government, employers and workers shape these changes together. Effective social dialogue builds shared ownership of difficult reforms, strengthens trust and leads to more balanced and sustainable solutions,” said Peter van Rooij, ILO Regional Director for Europe and Central Asia.
A functioning Council can also help make tripartite dialogue more regular, practical and results-oriented. This includes agreeing clear priorities, strengthening follow-up to decisions and ensuring that consultation takes place early enough for workers’ and employers’ perspectives to meaningfully inform policy development.
The Council now has an important opportunity to turn social dialogue into practical results. Regular and meaningful engagement between government, employers and workers can help identify priorities, build consensus and ensure that reforms respond to the realities of Ukraine’s labour market.

The ILO has a longstanding partnership with Ukraine’s tripartite constituents and has supported the development of the country’s social dialogue and labour market institutions. Going forward, the ILO stands ready to support the NTSEC with technical expertise, capacity development and comparative experience, including in areas related to labour law reform, labour market institutions and other priorities agreed by the tripartite constituents.
The Council’s reactivation also creates an opportunity to connect its priorities with implementation of Ukraine’s Decent Work Country Programme 2026–2029 and the broader recovery and EU accession agenda. Through this support, the ILO will continue working with the Government, employers and workers to strengthen a nationally owned and effective NTSEC capable of translating social dialogue into concrete outcomes for decent work, recovery and Ukraine’s future.
