ILO supports Kazakhstan in advancing occupational safety and health through tripartite dialogue

ASTANA (ILO News) – A tripartite seminar on occupational safety and health (OSH) was held in Astana, Kazakhstan, on 27 February 2025. Organized by the International Labour Organization (ILO), the event focused on “A safe and healthy working environment as a fundamental principle and right in the world of work.” It provided a key platform for discussions on international labour standards in OSH and their implementation in Kazakhstan.

Objectives of the seminar

The seminar aimed to raise awareness and strengthen understanding of OSH among representatives of Government agencies, social partners, and public organizations. Participants discussed practical aspects of implementing key ILO labour standards, including fundamental OSH Conventions, and explored ways to enhance social dialogue between workers and employers.

Key discussions

The seminar brought together around 30 participants, including representatives from the Ministry of Labor and Social Protection of the Population, other Government agencies, the National Confederation of Employers “PARYZ” and the Federation of Trade Unions.

Darko Dochinski, Specialist on Labour Administration, Labour Inspection and OSH at the ILO Office for Eastern Europe and Central Asia, led sessions with the constituents, providing insights into international labour standards on OSH. The discussions focused on the practical implications, requirements and implementation of the main ILO labour instruments along with harmonization of the national OSH policy and OSH system.

The presentation covered the following topics:

• Introduction to OSH and its importance.
• Key international standards on OSH, including Occupational Safety and Health Convention, 1981 (No. 155) and Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187).
• National OSH policies and systems.
• Employer responsibilities and worker rights in OSH.

Moving forward

The seminar marked an important step in advancing occupational safety and health in Kazakhstan, contributing to improved working conditions and reduced occupational risks. Participants emphasized the need for further regional outreach and continued capacity-building efforts.

The seminar was organized within the framework of the ILO RBSA-funded intervention on "Promoting OSH through social dialogue in mining sector in Kazakhstan".
