ILO supports capacity building of trade union leaders in West Africa for Policy Formulation
In an effort to improve participation of workers’ organisations in West Africa in the National Employment policy making process, ILO’s Bureau for Workers' Activities organised a capacity building workshop for effective engagement with policy makers.
Abuja/Accra (ILO News): The ILO Training Centre in Turin (ITC), Italy in collaboration with ILO Bureau for Workers' Activities (ACTRAV) organised a 5-Day Training Programme for trade union leaders in West Africa. The training program was designed to focus on strengthening the capacity of Workers’ Organisations for effective engagement in national employment policy making for ECOWAS Members States. The program was held in Accra, Ghana from 10 – 14 September 2018.
The training workshop aimed at building capacities among trade unionists on the design, implementation, monitoring and evaluation of effective National Employment Policies. The sessions were anchored by resource persons drawn for other relevant ILO departments in Geneva and Dakar Decent Work Team.
Some of the topics treated during the training programme include the role of macroeconomics and sectoral policies in Employment creation; Policy Response to the Informal Economy; National youth employment policies and measures; Setting policy priorities for inclusive employment outcomes and Financing and Budgeting for Employment policy to mention a few.
More specifically the training focused on: • Forging a common understanding of the process underpinning a coherent, integrated and well-coordinated national employment policy that fosters social dialogue; • Improving the understanding of the key policy measures to be considered for developing a comprehensive employment policy that is technically sound, sustainable, well adapted to the national reality and can yield concrete results; • Providing guidance on labour market indicators and review of the main features of macro-economic policies; • Ensuring that decent work is placed at the heart of macroeconomic policies by working to promote focus and attention to the implementation of SDG Goal 8; • Promoting a concrete analysis on the employment effects of labour market institutions; • Providing technical support to participants in addressing their country-specific challenges and issues around their national employment policy formulation.
The workshop concluded with participants developing action plans to improve participation in policy making processes for their respective national centers to implement.
