ILO strengthens labour inspection in Ukraine through Open Source Intelligence training

BRATISLAVA (ILO News) -- The training responds to rising risks of exploitation linked to large-scale displacement caused by Russia’s full-scale invasion of Ukraine. It was hosted by the European Labour Authority (ELA) in Bratislava and delivered by I-INTELLIGENCE and the ILO, in cooperation with ELA.

It introduced practical, intelligence-led methods, enabling labour inspectors to analyse publicly available information, including online sources, and identify risks of undeclared work, unsafe working conditions and other violations. It supports a shift towards more proactive, evidence-based labour inspection, which is especially important as displaced populations face increased vulnerability.

As Ukraine continues to navigate the consequences of large-scale displacement and shifting labour migration patterns, strengthening the State Labour Service remains critical. This training supports the development of the analytical capacity of the State Labour Service, enabling a more systematic detection of labour law violations, including those affecting internally displaced persons.

The initiative, in cooperation with the European Labour Authority, strengthens cooperation with labour inspectorates across European Union Member States. It also supports Ukraine’s efforts to align its labour policies and enforcement mechanisms with European Union standards as part of its recovery.

This training is implemented by the ILO with the support of the Government of Belgium within the project “ILO Support to Ukraine – Prevention of labour exploitation and human trafficking, support to entrepreneurship development and social partners”.
