ILO promotes social security standards in Uzbekistan
On November 5, 2020, “Toolkit on ILO social security standards: Learn, Ratify and Apply” in the Russian language was presented at the first in a series of webinars intended to expand constituents’ capacity to use social security standards in legislation and policy making.

The Toolkit contains a comprehensive set of international social security Conventions and Recommendations that lay down the foundations of comprehensive social security systems as well as their key parameters ensuring their sustainability and adequacy.
The training was organized in cooperation with the Ministry of Finance of the Republic of Uzbekistan– leading government’s agency responsible for development of National Strategy on Social Protection. Taking part in the webinar were members of the Technical Working Group responsible for drafting the Strategy: representatives of the Pension Fund, Employers Confederation, Ministry of Healthcare, Agency for Medical and Social Services, Ministry for Makhalla and Family Support, Ministry of Public Education, Ministry of Higher and Secondary Specialized Education, General Prosecutor’s Office.
The participants discussed links between social security standard and principles laid down in Social Protection Floors Recommendation, 2012 (No. 102) and Social Security (Minimum Standards) Convention, 1953 (No 102) and national social protection policy in terms of scope, objectives and the content.
The toolkit will be the main resource for the ILO constituents – government, employers’ and workers’ organizations. It will serve as a reference point for working groups throughout the policy making process, and also as an advocacy tool for national social protection floors that comprise at least: i. access to essential health care, including maternity care; ii. basic income security for children, providing access to nutrition, education, care and other necessary goods and services; iii. basic income security for persons in active age who are unable to earn sufficient income, in particular in cases of sickness, unemployment, maternity and disability; and iv. basic income security for older persons.
Next webinars in the series will focus on social insurance schemes design and social protection financing. Practitioners from Thailand, Canada and Costa Rica will present practical examples related to introduction of social insurance principles, design of unemployment protection and maternity protection schemes and social security administration agency.
