ILO pledges technical expertise to strengthen NAPSA’s social security systems
The International Labour Organization (ILO) has reaffirmed its commitment to supporting the National Pension Scheme Authority (NAPSA) in strengthening social security administration and raising public awareness on key reforms aimed at improving coverage and compliance.

LUSAKA, Zambia (ILO News) - The pledge was made when NAPSA Director General, Mr. Muyangwa Muyangwa, paid a courtesy call on ILO Country Office Director for Zambia and Malawi, Mr. Wellington Chibebe, at the ILO office in Lusaka.
Mr. Chibebe emphasized that the ILO, as a technical and normative institution, can provide specialized support in areas such as actuarial valuations, policy development, and capacity building.
He also highlighted the importance of collaboration during Zambia’s ongoing sensitization on ILO Convention 102, which sets minimum standards for social security.
“We are on the ground consulting the public on Convention 102, and NAPSA is a crucial stakeholder in achieving this goal,” he added.
Mr. Muyangwa welcomed the ILO’s commitment but stressed that public awareness on NAPSA’s reforms and operations is critical to improving compliance and building trust in the system.
“People do not know enough about NAPSA, and that needs to change. Public awareness is essential for compliance and for creating a culture of social security in Zambia,” he said.
Mr. Muyangwa noted the need for public sensitization on NAPSA’s operation among informal economy workers, who make up a large share of Zambia’s workforce.
“We look forward to ILO’s support in educating citizens about these reforms and in building capacity for our staff through knowledge sharing and technical training. This will help in issuing social security numbers to young people early, even before they start working and instil a culture of social security from an early age,” he added.
