ILO Mission Visit Baku
On 24 – 27 January 2016, Githa Roelans, Head of Multinational Enterprises and Enterprise Engagement Unit, ILO Geneva, and John Bliek, Senior Enterprise Specialist, DWT/CO Moscow, visited the capital of Azerbaijan.

The programme of their mission included meetings with officials of the Ministry of Labour and Social Protection, representatives of the National Confederation of Employers (Entrepreneurs), the Chairman of the Confederation of Trade Unions and leaders of sectoral union committees, the EU Representative and the Ambassador of Netherlands in Azerbaijan.
The ILO experts had a working meeting with the Deputy Minister of Labour and Social Protection Matin Karimli. They discussed the Tripartite declaration of principles concerning multinational enterprises and social policy (MNE Declaration), corporate social responsibility (CSR) and other issues issues. The Deputy Minister briefed his interlocutors on the work being done along the line of developing Azerbaijan’s employment concept. He praised the role played by the ILO in the field of promoting employment and youth employment as part of the Youth Employment Project, making a specific reference to the ILO Guide on developing the national youth employment policy.
Mr. Karimli also spoke about the role of multinational enterprises in Azerbaijan and emphasized the need to incorporate the principles of the MNE Declaration into the national employment policy paper. On the issue of corporate social responsibility, the Deputy Minister said it was important to organize a special awareness-raising training on CSR for all national stakeholders, tentatively in March 2016. Mr. Karimli asked the ILO to consider preparing a session or presentation on the MNE Declaration to be included into the programme of the training on employment policy.
During the meeting with Githa Roelans and John Bliek, the Chairman of the National Confederation of Trade Unions Sattar Mehbaliyev provided comprehensive information on the situation of Azerbaijan’s trade unions at MNEs, while several leaders of sectoral unions offered detailed accounts of the situation in their respective organizations. During the meeting with representatives of the Confederation of Employers (Entrepreneurs), the participants exchanged views on the role of the employers’ organization in promoting the MNEs Declaration and enterprise development.
