ILO launches youth employment project in Khanty-Mansi Autonomous District
The International Labour Organization chose the Khanty-Mansi Autonomous District, also known as Yugra, in Russia’s Western Siberia, together with the Perm Territory and the Republic of Kalmykia as pilot platforms for implementing the large-scale project to raise efficiency of youth employment policies “Partnerships for youth employment in the Commonwealth of Independent States.”

On February 2, Senior Specialist in Workers’ Activities of the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia Sergeyus Glovackas, Chief Technical Adviser of the project “Partnerships for youth employment in the Commonwealth of Independent States” Mikhail Pushkin and director of the Yugra government’s labour and employment department Alexei Varnakov discussed details of the upcoming cooperation.
Russia’s average youth unemployment rate made up 16 percent, while in Yugra this rate totalled 9 percent, ILO experts said, adding that this should not be a calming factor for the government of the Khanty-Mansi Autonomous District. Single industry towns, employment of youth, mainly, in the oil and gas industry and as a result, the narrow labour market showed the need for developing global programmes for employment of population, mainly young people.
The ILO has experience of developing such programmes. For instance, the International Labour Organization is now drafting a national plan of action for employing youth in Kazakhstan.
Sergeyus Glovackas also stressed the lack of strong trade unions for the region’s youth, because “strong trade unions guarantee that young people will work.”
Within the project’s framework youth employment pacts will be created and mechanisms of interaction among employers, trade unions, potential workers and the government will be developed. Moreover, a working group will be set up to organize a forum, where all interested parties will be able not only to discuss problems, but also to adopt documents regulating relations among employers, trade unions and youth of Yugra.
