ILO joins the UN in Viet Nam in welcoming the country’s new resolution on renewing and enhancing the quality of social policies
Resolution 42 outlines a strategic direction for establishing a comprehensive social policy framework in Viet Nam, aiming for universal coverage in social protection and increased integration between social protection branches and employment policies.

HANOI, Viet Nam (ILO News) - The Viet Nam Politburo and the Party Central Committee on 4 December organised a nationwide conference to study the resolutions released at the eighth session of the 13th Party Central Committee. Among them were Resolution No 42-NQ/TW on renewing and enhancing the quality of social policies.
The International Labour Organization (ILO) Country Office in Viet Nam welcomes the Resolution as it sets out a strategic direction for establishing a comprehensive social policy framework in Viet Nam, aiming for universal coverage in social protection and increased integration between social protection branches and employment policies. Emphasis is placed on addressing the needs of vulnerable groups, including women, persons with disabilities, and ethnic minorities.
The International Labour Organization (ILO) was proud to have led a consortium of UN agencies in providing technical support for the development of this Resolution.

- Efforts to to realize the goal of making Viet Nam a pathfinder country in the Global Accelerator Program on Jobs and Social protection for Just transition under the initiative of the UN and the ILO.
- Development of social policy that is human-centred
- Social Policy development and implementation that is placed within a broad sustainable socio-economic development.
- Investment in social policy is investing for development
- Fiscal space for social policy that are mobilized in accordance with the social policy targets and state capacity, in which state budget should play a central role.
