Strengthening UN–Ukraine Partnership for Recovery
ILO joins Government of Ukraine and United Nations in launching Cooperation Framework 2025–2029
The International Labour Organization (ILO) as part of the United Nations Country Team, joined the Government of Ukraine in the official signing of the new United Nations Sustainable Development Cooperation Framework 2025–2029.

KYIV, Ukraine (ILO News) – The Framework was signed by Matthias Schmale, UN Resident and Humanitarian Coordinator in Ukraine and Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, marking a renewed commitment to partnership and coordinated support for the country’s recovery.
Following the commitment to leaving no one behind, the Framework outlines four shared priorities for joint UN action: people’s well-being and social services, inclusive and green economic recovery, sustainable management of natural resources and climate action, and governance, justice and participation.
The United Nations has a long history of supporting Ukraine, and this support is especially crucial during the war. Today, more than twenty UN agencies are engaged in assisting Ukraine, working both inside the country and beyond its borders. This combined capacity is directed toward the green recovery of critical infrastructure, support for inclusive economic recovery, strengthening education, healthcare and social services systems, and ensuring that among the most vulnerable and war-affected, no one is left behind. The Cooperation Framework will guide our work in the coming years and remind us that our shared goal is to support the people of Ukraine.

The ILO co-chairs the strategic results group on Priority 2: Inclusive and Green Economic Recovery, leading the work of UN agencies to expand access to decent work for all, support small and medium-sized enterprises, strengthen skills for future-oriented and green jobs, and ensure that recovery benefits all people, especially those who are the most affected by the war.
Focusing on decent work, social dialogue, fair economic opportunities, and strong labour market institutions, the ILO will contribute to a recovery that is people-centred, resilient, and aligned with international labour standards and the related EU acquis.
The ILO continues its work with its tripartite constituents and the UN Country Team to ensure that decent work and social justice are the cornerstone of the economic recovery.
