GENEVA (ILO News) - The Committee of Experts on the Application of Conventions and Recommendations (CEACR) publishes annually an in-depth General Survey on member States' national law and practice, on a subject chosen by the Governing Body. In the context of multiple interlocking crises, the 2026 General Survey examines approaches and measures to promote peace and resilience through employment and decent work. It focuses on 1) the strategic approaches set out in the Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205); and 2) measures suggested in key work-related areas (social dialogue, labour law and labour market institutions, employment and income generation, education as well as vocational training and guidance, and social protection). The General Survey also addresses the importance of targeted measures for groups particularly affected by crises (including migrants, refugees and returnees, internally displaced persons, persons formerly associated with armed forces and groups, indigenous and tribal peoples, women, children, young people and persons with disabilities). In doing so, it highlights good practices, identifies areas of progress, and underscores the continued relevance of Recommendation No. 205 as a guiding instrument for ILO constituents and the Office.
