ILO continues to promote the ratification of the Tripartism Convention by Timor-Leste
The ILO promotes the ratification of ILO Convention No. 114 on Tripartite Consultation in Timor-Leste to strengthen the tripartite collaboration and cooperation.

Representatives of the Secretary of State for Vocational Training and Employment (SEFOPE), the Coordinating Minister for Economic Affairs (MECAE), the Chamber of Commerce and Industry Timor-Leste (CCI-TL) and the Timor-Leste Trade Union Confederation (KSTL) gathered together on end of July to discuss and examine the ratification of ILO Convention No. 144 on Tripartite Consultation.
The event was a follow-up to a letter sent by the ILO to the government of Timor-Leste last April regarding the ratification of the Convention No. 144. The event was also the continuation of a similar promotional campaign event held in 2019 as part of the celebration of the ILO’s 100th anniversary.
The participating tripartite representatives appreciated this promotional campaign event. “The ILO Convention No. 114 is an important convention for the tripartite constituents. Thus, as the tripartite representatives, we will continue to promote and convince our policy makers about the importance of the ratification of this Convention to Timor-Leste,” said Angelo dos Santos Veloso, Vice President of the National Labour Council.
The purpose of Convention No. 144 is to promote tripartism and social dialogue at the national level by ensuring the involvement of employers’ and workers’ organizations at each stage of ILO’s standards-related activities. Accordingly, the Social Justice Declaration identified Convention No. 144 as one of the most significant labour standards from the viewpoint of governance.
The Convention No. 144 has been ratified by 139 countries. To date, Timor-Leste has ratified six out of eight of the ILO core Conventions since becoming a member in 2003.

The ILO Convention No. 144 is relevant for Timor-Leste as it promotes a national culture of social dialogue on wider social and economic issues. The ILO Declaration on Social Justice for a Fair Globalisation, adopted unanimously at the International Labour Conference in 2008, identified this convention as one of the four most significant instruments from the viewpoint of governance.The ILO Convention No. 114 is an important convention for the tripartite constituents.
