ILO and C.I.PRE.S join forces to accelerate social protection coverage in Africa
The ILO Regional Office for Africa and the C.I.PRE.S. have signed an agreement to cooperate and share their expertise in increasing social protection coverage in Africa.

ABIDJAN (ILO News) - The International Labour Organization's Regional Office for Africa and the Inter-African Conference on Social Security (C.I.PRE.S.) have agreed on a joint work plan to implement their 2006 cooperation agreement.
This partnership aims to advance social protection and improve the management of the institutions responsible for overseeing social protection schemes in Member States. It also seeks to support the Regional Strategy for Social Protection in Africa 2021-2025, which aims to increase social protection coverage by 40% in order to achieve the Sustainable Development Goals. To achieve this, the two organisations have agreed on the importance of uniting their efforts and using common tools to support constituents in their efforts to extend social protection to those not currently covered.
The CIPRES, set up in 1993 by the Ministries of Finance and Social Protection, acts as a supervisory and technical support body for African social protection funds in French-speaking countries. With 18 Member States, its objectives are to establish common management rules, introduce management control, carry out studies, harmonise legislative provisions, and train social protection managers and technicians. Since 2014, it has broadened its objectives to include promoting the extension of social protection and providing consultancy support for emerging needs.
At the official signing ceremony, the Executive Secretary of CIPRES, Cécile Gernique Bouba, said that CIPRES was "resolutely determined to increase this cooperation, which occupies a prominent place in the organisation's 2024-2028 strategic plan".
For her part, the Regional Director for Africa, Mrs Fanfan Rwanyindo Kayirangwa, praised CIPRES for its efforts to strengthen social protection institutions. She highlighted the adoption of guidelines in November 2022 to extend social protection to workers in the informal economy. She expressed her "ambition, through this collaboration, to build on the strong potential of CIPRES in terms of mobilising Social protection Institutions, and to strengthen our technical assistance to States to accelerate the extension of social protection within the framework of the African regional social protection strategy."
In addition, this initiative will help promote the ILO's agenda to promote social justice through the Global Coalition for Social Justice. Recognising that the fundamental human right to social protection is essential to achieving social justice, this partnership aims to address the urgent issue of extending social protection to those who currently lack it.
