ILO’s Participatory Gender Audit Programme to be launched in Uzbekistan
A workshop on ILO’s Participatory Gender Audit Programme was conducted for representatives of the Federation of Trade Unions of Uzbekistan (FTUU).

Tashkent - The Federation of Trade Unions of Uzbekistan is playing a key role in promoting gender equality and non-discrimination at the workplace. Since 2022, the Federation has been responsible for executing gender audit to assess compliance with legislation guaranteeing equal rights and opportunities for women and men and for ensuring a comprehensive gender approach, including in personnel policy.
To support the FTUU in the new endeavor, the International Labour Organization (ILO) facilitates the first national participatory gender audit programme (PGA). A practical workshop on ILO PGA methodology was conducted for the representatives of all regions of Uzbekistan and a representative of the Ministry of Economy and Finance. The Ministry will the first entity to be audited by FTUU with the technical support of ILO.
Saniye Dedeoglu, ILO international expert, explained that PGA is a tool for introducing and managing institutional change through analyzing organizational structure, processes and activities from a gender perspective to promote organizational learning on mainstreaming gender practically and effectively. PGA does not review or validate processes, rather it helps the organization to examine its activities from the gender perspective and identify strengths and weaknesses in promoting gender equality issues.
Saniye Dedeoglu guided the participants through the process of conducting the audit, including review of the national gender related legislative and normative framework, internal policies and documents, interaction with the staff and interviewing them, discussing with them the room for improving the existing gender policies, analysis and reporting.
The participants were vividly involved into the discussion of the PGA process, identifying the potential challenges that may arise and suggesting the solutions. ILO will provide technical guidance to FTUU on conducting the participatory gender audit and organizing a tailor-made training for the FTUU members on ILO Participatory Gender Audit Facilitators’ Certification in 2024 in coordination with the ILO International Training Centre.
The workshop was conducted within the framework of ILO programme on Supporting Development of Gender Responsive Policies and Programmes on Care Economy and Decent Work for Care Workers in Uzbekistan.
