The Ibero-American Symposium "Investing in care to make domestic work decent work", promoted by Spain, was held.
The event was opened by the Director-General of the ILO, Gilbert F. Houngbo, and the Second Vice-President of the Spanish Government and Minister of Labour and Social Economy, Yolanda Díaz, and was attended by ten ministers from the Ibero-American community.

From 28 February to 2 March 2023, the Ibero-American high-level symposium on domestic work and care was held in the Colombian city of Cartagena de Indias, promoted by the Spanish Ministry of Labour and Social Economy and the Spanish Agency for International Development Cooperation (AECID). The event was supported by the ILO Regional Office for Latin America and the Caribbean, the ILO Office for Spain and the International Training Centre of the ILO in Turin. The Ibero-American General Secretariat (SEGIB) and the Ibero-American Social Security Organisation (OISS) also contributed to the event.
ILO Convention 189 of 2011 on domestic workers currently has 36 ratifications and has been ratified by a large number of countries in Ibero-America. For this reason, this symposium has served to systematise and analyse the initiatives developed in these countries to recognise the rights of domestic workers and to guarantee their fulfilment, and to assess the practical scope of the initiatives carried out, identifying the challenges for the future.
For Spain, the fact that these member countries of the Ibero-American community are sharing their strategies, policies, experiences and good practices on domestic work and the different legislation and practices adopted in relation to it (some of which have already had this convention in force for more than 10 years) is very useful, given that it has recently ratified convention 189 and that it will enter into force for Spain on 29 February 2024, Therefore, the exchange of experiences will serve to identify viable recommendations, to jointly agree on an Ibero-American roadmap and a regional programme for investing in care that offers new job opportunities in the care sector and to strengthen decent employment for paid carers and domestic workers.
