Guatemala ratifies the Safe and Healthy Working Environment (Consequential Amendments) Convention, 2023 (No. 191)
Guatemala is the first of the two Member States whose ratification is required for the entry into force of Convention No. 191.

GENEVA (ILO News) - On 6 August 2024, H.E. Ms Ángela María Chávez Bietti, Permanent Representative of Guatemala to the United Nations in Geneva presented the instrument of ratification for the Safe and Healthy Working Environment (Consequential Amendments) Convention, 2023 (No. 191) to the ILO Director-General, Gilbert Houngbo.
In depositing the instruments of ratification, the Permanent Representative of Guatemala to the United Nations in Geneva stated: “We are pleased to be the first of the two Member States of the Organisation whose ratification is required for the entry into force of Convention No. 191. The Government of Guatemala thus contributes to the promotion and ratification of international labour standards. With this deposit, Convention No. 191 becomes the 75th ratification of ILO Conventions by Guatemala, therefore demonstrating the commitment to advance in the recognition of labour rights in Guatemala and the world.”
When receiving the instrument of ratification, Mr Houngbo, declared: “I am very pleased to receive Guatemala’s ratification of the Safe and Healthy Working Environment (Consequential Amendments) Convention, which marks the first ratification of this Convention among Member States. As it will need one more ratification to enter into force, I would like to recall the importance of its prompt and widespread ratification, as highlighted in the Resolution concerning the prompt ratification of the Safe and Healthy Working Environment (Consequential Amendments) Convention, 2023 (No. 191), adopted by the ILC at its 111th session in June 2023. This Convention aims at maintaining legal coherence in the body of International Labour Standards by amending provisions or preambular paragraphs of a number of ILO instruments to reflect the decision, adopted at the 110th Session of the International Labour Conference (ILC) in June 2022, to include a safe and healthy working environment in the ILO’s framework of fundamental principles and rights at work. I therefore applaud Guatemala’s ratification as it marks its commitment to a clear and consistent framework of international labour standards.”
