First Roundtable to Discuss Strengthening of Public Employment Service Held in Tashkent
On 6 April 2018, the first ever round table devoted to the issue of strengthening the Public Employment Service in Uzbekistan was conducted in Tashkent with support of the ILO Office for Eastern Europe and Central Asia. Representatives of the Ministry of Employment and Labour Relations, regional employment centers, workers’ and employers’ organizations took part in the event.

Batirjan Alimuhamedov, head of sector on work with the ILO and international relations, Ministry of Employment and Labour Relations of Uzbekistan, highly appreciated the cooperation with the ILO in the employment area. He confirmed that job creation, especially at the regional level, and employment promotion are among the priorities of the government, taking into account the demographic situation in the country.
The agenda included presentation by Lejo Sibbel, International Labour Standards and Labour Law Specialist, on the ILO international labour standards concerning employment with particular focus on the Employment Policy Convention, 1964 (No. 122), Employment Service Convention, 1948 (No. 88) and Private Employment Agencies Convention, 1997 (No. 181).
Mikhail Pouchkin, Senior Employment Specialist devoted his presentation to the ILO history and mandate. He also spoke about the ILO activities in Eastern Europe and Central Asia and described trends and challenges in the field of employment promotion, Finally, he presented the ILO project “Partnerships for Youth Employment in the CIS” and the ILO cooperation with the countries of the sub-region in the field of PES strengthening.
The objective of the round table was to identify priorities for the Public Employment Service. The constituents have formulated several priority areas to be addressed at the future training events. In particular, they requested more information on the implementation of the International Labour Standards, including 11 standards that the government considers for ratification. They would like to learn more about the design and implementation of active labour market programmes, e.g. entrepreneurship promotion, wage subsidies, labour market inclusion of people with disabilities, vocational training, career guidance. Capacity building for the PES staff on providing of services to the unemployed and to employers will also be needed.
Next training is planned for June 2018. It will be devoted to the labour market inclusion of people with disabilities.
