First Project Advisory Committee-ILO, PTEA Public Private Partnership
On 25th August 2015, the first meeting of the Project Advisory Committee (PAC) for the ‘Public Private Partnership (PPP) for ILS Compliance and Reporting in Textile Sector in Faisalabad’ was convened and chaired by Mr Khizar Hayat, Federal Secretary, Ministry of Overseas Pakistanis and Human Resource Development.

ISLAMABAD (ILO News): On 25th August 2015, the first meeting of the Project Advisory Committee (PAC) for the ‘Public Private Partnership (PPP) for ILS Compliance and Reporting in Textile Sector in Faisalabad’ was convened and chaired by Mr Khizar Hayat, Federal Secretary, Ministry of Overseas Pakistanis and Human Resource Development.
The Partnership agreement that was signed between the International Labour Organisation (ILO) and the Pakistan Textiles Exporters Association (PTEA) in February this year, promotes and facilitates labour law compliance in export oriented Textile manufacturing units in the pilot phase later expanding to the entire textile value chain. This pilot will be implemented in district Faisalabad, Punjab province.
During the meeting, the members of PAC appreciated the effort of the textile industry in initiating the project activities by mobilising their internal resources. The members of the committee committed to ensuring an enabling environment for the successful implementation of the project activities through advocacy, policy reforms and improved governance at the enterprise level.
A number of recommendations for the effective operations of the PAC were identified as follows:
The committee agreed to meet quarterly with more frequent engagements at the inception stage to be decided in consultation with the members-as and when the need arises.
The meeting was attended by the representatives from Ministries of Overseas Pakistanis and Human Resource Development, Textile Industries, Commerce, Department of Labour and Human Resource in Punjab, Pakistan Textiles Exporters Association, Employers Federation of Pakistan and Pakistan Workers Federation, and the ILO as technical partner.

- Networking with the Textile Buyers in Pakistan for their support in supporting the compliance initiatives in supply chains and sustaining their relationships.
- Expanding the outreach of Labour Inspection to the Textile Industry to support the Partnership
- Reviewing and updating the status of GSP Plus
- Insuring that the actions on ILS compliance are fully integrated in the reports prepared by the Treaty Implementation Cell of the Government of Pakistan.
