Federation of Trade Unions of Kyrgyzstan on social protection and informal employment
On June 30, 2022, in Bishkek, Kyrgyzstan, a meeting of the Republican Tripartite Commission for the regulation of social and labour relations was held. During the meeting, the position of workers' organizations was presented on key indicators of the social protection and social security system, including ongoing measures to reform the pension system, issues of informal employment and the development of a National Strategy for the transition from the informal to the formal economy.

The meeting, which was chaired by the Federation of Trade Unions of Kyrgyzstan, was attended by representatives of state bodies, organizations of workers and organizations of employers. Technicians from the International Labour Organization acted as observers.
In his opening speech, the Deputy Minister of Labor, Social Security and Migration of the Kyrgyz Republic N. Bazarbaev noted that “in difficult times for the whole world and for the Kyrgyz Republic, dialogue and consultations with workers’ organizations and employers’ organizations on issues of social and labor relations are relevant and timely."
The position of the trade unions was presented by the chairman of the Federation of Trade Unions of Kyrgyzstan E. Kyzaev and the deputy chair R. Babaeva.
Zh. Omoshov, Chairman of the Board of the JIA Business Association, emphasized: “It is important to create favorable and profitable conditions for employers to simplify and formalize labor relations with employees, as well as to ensure the dissemination of information about the rights and interests of employees locally in the regions.”
Based on the results of the meeting and discussions, a protocol was signed and agreements were reached on the development of the following issues: intensifying actions to increase the basic unemployment benefit, introducing an insurance system in case of job loss in such cases as the COVID-19 pandemic, etc.; development and implementation of measures to support the self-employed, a mechanism for covering informal workers, as a vulnerable category of citizens, with unemployment benefits and other social protection measures; ratification of the ILO Social Security Minimum Standards Convention, 1952 (No. 102), the ILO Workers with Family Responsibilities Convention, 1981 (No. 156), the ILO Maternity Protection Convention, 2000 (No. 183); developing, together with tripartite partners, a National Strategy for the Transition from the Informal to the Formal Economy; reforming the pension system, etc.
