The European Union, ILO and UNOPS join hands with NAITA to provide 124 skilled workers with a formal NVQ certification in building the human resource capacity in Vavuniya

The NVQ Certification Awarding Ceremony for 124 youth of Vavuniya District was grandly held on 25th February 2016 at Vavuniya. Vice chairman of NAITA Mr. A. U. C. Athukorala was the Chief Guest, while Assistant District Secretary Mr. S. Kamalathasan was the Guest of Honour. Mr. R. Sivapragasm National Project Coordinator, ILO Skilled project and Mr. V. Baskaran Project Manager UNOPS Vavuniya were special guests.
As former conflict-affected regions are now moving towards rehabilitation and sustainable development human capacity development plays a key role in reaching the goals set by the government of Sri Lanka to develop the country in to a middle income economy. As a step to achieving this Goal, under the European Union Support to District Development Programme (EU-SDDP) in Vavuniya District, The International Labour Organization (ILO) joined hands with National Apprentice and Industrial Training Authority (NAITA) to increase the certified skilled labour force in 12 different trades such as Mason, Plumber, Carpenter, Welder, Tailor, Motor cycle Mechanic, Computer Application Assistant, Computer Hardware Technician, Electrical Wire Man, Painter, Refrigerator and Air condition mechanics and TV Radio Mechanics. 124 skilled workers (86 males and 38 females) in these fields who obtained their skills outside the formal VT providers, and therefore did not have NVQ certification were identified by NAITA and provided with a NVQ level 3 or 4 certification as per their competencies under the Recognition of Prior learning (RPL) system.
The ILO provided the needed funds to NAITA under the EU SDDP to conduct campaigns to increase the awareness of the RPL system and explain how a skilled worker could obtain a NVQ certification through the RPL system. This campaign was held in all 4 DS Divisions where 763 persons (410 males and 353 females) participated. During the campaign, 174 applications were collected and out of these 124 were successful in the assessment. The ILO provided with the needed funds to conduct the assessment for these 124 beneficiaries except their registration fee (Rs.1000/- per person).
As EU SDDP is a joint intervention between 6 agencies UNOPS joint hands with the ILO in motivating and sending construction workers who were employed at their project sites to obtain certificates to enhance their recognition in the construction field. Before certification, these 124 beneficiaries not only were denied with proper recognition but did not receive proper wages for their quality work so by receiving this formal certification they will be paid at a higher rate and now they could obtain government projects as small contractor since NVQ is a mandate to receive government projects.
These activities are being implemented with financial assistance provided through the EU-SDDP, with a total financial envelope of EUR 60 million. The programme aims to support the Government of Sri Lanka’s thrust for economic and social development in seven conflict-affected districts covering half a million people. The EU-SDDP is implemented by six organizations including UNOPS and ILO. While the agencies are entrusted to deliver on the components under their specialized areas, inter-agency cooperation and joint interventions are promoted to make best use of resources and to maximize the benefits of interventions.
More such RPL assessments are planned to be held in these districts in the year 2016 as there is a high demand and requirement among the work force in these districts.
