European Council focuses on youth employment and growth and jobs

The ILO Office has noted with interest that the European Council of 27-28 June 2013 agreed on immediate action on EU support for youth employment. Conclusions include frontloading in 2014 and 2015 of around 8 billion euro for implementing the Youth Guarantee in regions with youth unemployment levels of over 25%

The conclusions also highlight that social partners need to be fully involved and actively engaged in the efforts. The European Council also discussed ways to boost investment and improve access to credit. The European Council will return in October and December 2013 to the discussion on the social dimension of EMU, encompassing social dialogue.

Ahead of the Council, the EC had adopted a report to the European Council titled “The Compact for Growth and Jobs: One year on”, containing a series of measures to help Europe move to job-creating growth.The EC also adopted a “Call to action on youth unemployment” in line with the ILO call for action on youth employment. On 27 June, the EU social partners presented an agreement they reached on a “framework of actions on youth employment”.

Herman Van Rompuy, addressing the International Labour Conference on 14 June 2013, had already announced that the European Council Summit would focus on growth and jobs.
