Employment Diagnostic Analysis study in Uganda

With support from the Swedish Embassy in Kampala and the International Labour Organization (ILO) the Ministry of Gender, Labour and Social Development (MGLSD) is undertaking an Employment Diagnostic Analysis (EDA) study aimed at understanding the nature of the deficiency of productive employment. It’s also aimed at highlighting on the context-specific constraints, challenges and opportunities for increasing productive employment through sustainable and inclusive job-rich growth.

To date, the EDA Study is in its second phase and a draft Report has been produced by the research team of the EDA consultants. To date a draft report has been developed based on a series on consultative meetings with district local governments, private sector, academia, the World Bank and CSO’s, among others.

The Ministry (MGLSD) in collaboration with the ILO and the Ministry of Finance Planning and Economic Development are organizing validation meetings from 3rd to 5th July 2017 targeted at securing holistic commitment, ownership and buy in of the main report and the recommendations ready for submission to the Cabinet. The consultative meetings will involve representatives from relevant government ministries, the private sector, the academia, development partners, employers and workers organizations, and CSOs/NGOs.

Specifically, the main objectives of these validation meetings are:

• Briefing the MGLSD top leadership and the other stakeholders on the status of the EDA - process, results & challenges and
• Present and seeking feedback and guidance on the draft EDA report from the participants on follow up actions

Uganda’s economy has been relatively stable over the last twenty years within the context of several macro-economic reforms starting with the structural adjustment programs in early 1990s. However, these reforms have not created enough decent and productive jobs to absorb and keep up with a high population growth rate (3.03%). The above study is meant to generate stakeholders understanding on job-rich inclusive economic growth and just structural transformation, among others. Structural transformation is a process that unfolds through deep-rooted and far-reaching interaction between different economic sectors. The EDA will incorporate a holistic approach that explores inter-sectoral relations, up-and downward linkages and dynamic spill-over effects.
