Construction of new facility to aid in vocational training for marginalized youth in Saint Lucia
The facility, will host a new state of the art hospitality and catering block for the vocational curriculum.

A sod-turning ceremony took place on 11 July 2022, marking the beginning of the construction of a new facility destined to improve the vocational training programmes offer to marginalized youth in Saint Lucia. The construction is part of a project financially supported by the India UN Development Partnership Fund: “Upgrading Saint Lucia’s capacity to provide impactful vocational training for marginalized youth” and managed by the ILO Decent Work Team and Office for the Caribbean.
In attendance to celebrate the beginning of construction were the Honourable Phillip J. Pierre, Prime Minister and Minister for Finance Economic Development and the Youth Economy of Saint Lucia; H.E. Shankar Balanchandran, High Commissioner Designate of the Republic of India to Saint Lucia; and Honourable Shawn A. Edward Minister for Education, Sustainable Development, Innovation, Science, Technology and Vocational Training, along with other Government and Parliament representatives. Diego Rei, ILO Specialist, Employment and Labour Market Policies, and part of the management team attached to this project, was also present.
The facility, which will be located in the Castries, Cul de Sac district, will host a new state of the art hospitality and catering block for the vocational curriculum managed by the local NGO, C.A.R.E. Limited, which provides highly successful vocational training opportunities to the local vulnerable youth in collaboration with the Ministry of Education.
While highlighting the role of TVET in the midterm national development strategy, the Honourable Shawn A. Edward, Minister for Education, Sustainable Development, Innovation, Science, Technology and Vocational Training stated “It is our goal to enhance the provision of TVET in Saint Lucia to ensure that all students are equipped with 21st century job skills aligned with the current and future needs of the labour market and we are therefore extremely grateful to the Government and people of India for assisting with the development of one of our premium TVET institution, the Centre for Adolescents Renewal and Education, otherwise known as C.A.R.E”.
Target date for completion of the new facility is set for March 2023.
