Colombia strengthens its path toward the ratification of Convention No. 102

BOGOTA (ILO News) – On 24 and 25 September 2025, the ILO carried out a series of bilateral training sessions with representatives of government, workers, and employers on international social security standards and their importance for strengthening the national social protection system.

The main objective of the training was to deepen the knowledge of the tripartite constituents on the added value of these standards, particularly the Social Security (Minimum Standards) Convention, 1952 (No. 102), and the Social Protection Floors Recommendation, 2012 (No. 202), for the development and implementation of comprehensive, sustainable, and adequate social protection systems.

During the sessions, the results of three recently completed ILO reports were presented, each assessing the alignment of Colombian legislation with international standards. Specifically, the following reports were discussed:

• Analysis of the compatibility of Colombian social security legislation with the Social Security (Minimum Standards) Convention, 1952 (No. 102)
• Comprehensive Social Protection System for Old Age, Invalidity and Survivors of Common Origin – Analysis of Law 2381 of 2024 of Colombia in light of Convention No. 102
• Basic social security guarantees across the life cycle: Analysis of Colombian legislation in light of the ILO Social Protection Floors Recommendation, 2012 (No. 202) (forthcoming publication)

More than 30 representatives from public institutions and workers’ and employers’ organizations took part in the training, including technical teams from the Ministry of Labour, Colpensiones, the Administrative Department for Social Prosperity, the National Business Association of Colombia (ANDI), and the General Confederation of Workers.

These training sessions complemented previous social dialogue activities on the importance and perspectives of ratifying this landmark convention, including discussions held on 15 September within the framework of the Permanent Commission on the Concertation of Wage and Labour Policies. On that occasion, the tripartite constituents addressed the ratification of three ILO instruments: Convention No. 102, the Maritime Labour Convention, 2006 (MLC, 2006), and the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187).

As part of the Global Campaign for the ratification of Convention No. 102, the ILO reiterates its commitment to the Government and the social partners in Colombia to ensure the effective application of international labour standards and to guarantee the realization of the human right to social security.
