Civil society dialogue on Bangladesh
ILO-Brussels Director Claire Courteille presented the observations and conclusions by the ILO supervisory system at a Civil society dialogue on the Bangladesh Compact.

The ILO took part in a meeting organized by the European Commission’s DG Trade to debrief civil society on the second follow-up meeting on the Bangladesh Sustainability Compact, which took place on 28 January 2016. The dialogue provided the opportunity to exchange views on the outcome of that meeting, and the work ahead.
Ms Courteille presented the observations and conclusions made by two ILO supervisory bodies, the Committee of Experts on the Application of Conventions and Recommendations (CEACR), and the Conference Committee on the Application of Standards, a tripartite committee.
In its latest report, the CEACR expresses its concern with regard to the application of ILO Convention No 87 which protects freedom of association and the right to organize. The Committee considers that the existing 30% minimum membership requirement to form a union is excessive, and emphasizes that such a high threshold for being able to form a union and maintain registration violates the right of all workers. The Commitee also recommended to ensure that the law governing the export-processing zones allows for full freedom of association.
In mid-April, an ILO tripartite mission went to Bangladesh to discuss the findings and follow-up of the ILO supervisory mechanisms with the government and social partners.
