Castilla y León unions and employers denounce the deterioration of social dialogue in the region to the ILO

At the meeting, CEOE Castilla y León, UGT and CCOO expressed their condemnation of the attacks on social dialogue by the Government of Castilla y León and specifically the announcement of the closure of the Regional Labour Relations Service (SERLA), a joint and extrajudicial body designed to settle, through conciliation, mediation and arbitration, the differences arising in labour disputes. They also denounced the non-fulfilment of numerous social dialogue agreements that affect different labour groups, as well as the deterioration of institutional participation in different regional bodies and councils. They unanimously highlighted the high level of participatory democracy traditionally existing in the region and its drastic deterioration in recent months, which goes against national and regional legislation, as well as European and global trends in terms of strengthening social dialogue and its institutions.

The ILO has conveyed to the economic and social agents that one of the pillars of the ILO is cooperation between governments and employers' and workers' organisations to promote social and economic progress. In this regard, the Assistant Director General for Governance, Rights and Dialogue expressed concern about the "serious situation of violation" of social dialogue, the regression of fundamental rights for social peace and economic prosperity, highlighting the fragility of the social dialogue model. The Assistant Director General invited the social partners to write to the Director-General of the ILO to ask the Spanish Government, with the support of the ILO, to ask the regional government to restore social dialogue and its mechanisms for participation and intervention.
