Cambodia’s National Polytechnic Institute of Angkor embarks on collaboration with Hainan Technician College of China

Under the ILO-China Partnership Programme, a new partnership to enhance vocational training was formed between the two institutions.

PHNOM PENH, Cambodia (ILO News) – Supported by the ILO-China Partnership Programme, the National Polytechnic Institute of Angkor of Cambodia (NPIA) has recently undertaken a visit to Hainan Technician College in China, marking the beginning of a collaboration in vocational training between the two institutions.


Led by Rath Rattanak, Deputy Director of NPIA, the delegation engaged in insightful discussions with Li Huicheng, President of Hainan Technical College, and Keovanlay Phanthavong, the Officer in Charge / Programme Manager of the ILO-China Partnership Programme

A highlight of the visit, conducted from 22 to 25 October 2023, was the exploration of mutual areas of interest and cooperation in the realm of technical education, including curriculum development, teacher training, and exchanges of best practices.


“This visit signifies a pivotal moment in the partnership between NPIA and Hainan Technician College, offering opportunities for knowledge transfer, fostering innovation in technical education, and underscoring the importance of global collaboration in advancing vocational training standards,” said Keovanlay Phanthavong.



The visit witnessed extensive meetings and exchanges between NPIA and Hainan Technician College. The core agenda centered around establishing partnerships, sharing best practices, and strengthening the vocational training and management capabilities of both institutions.

Throughout the visit, NPIA delegates participated in a range of collaborative activities, including discussions, campus tours, and a study visit to prominent Chinese enterprises such as China Unicom and an electrical factory. The focus areas of these interactions encompassed curriculum development, skills competition, and pedagogical strategies, all of which were aimed at elevating the quality of technical education.


The Hainan Technician College is a member of the South-South Cooperation Skills Development Network. In line with the Belt and Road Initiative, this initiative leverages South-South Cooperation in skills development and collaboration in vocational education between Cambodia and China.
