Building Consensus on Skills Partnerships and Training for Labour Migration
The Second Thematic Working Group (TWG) on Skills for Labour Migration

The Second Thematic Working Group (TWG) on Skills for Labour Migration was held on June 28th, 2023, in Naivasha, Kenya. With the primary focus of fostering effective social dialogue on policy formulation and implication of skills dimensions of labour migration, the meeting served not only as a dialogue platform but also as a collaborative space bringing together 26 participants from MoLS, COTU, NITA, and PrEAS. Their collective presence allowed for the integration of different perspectives and the establishment of a shared consensus, providing a solid foundation for the subsequent implementation and monitoring of policies in this domain.
During the meeting, participants engaged in productive discussions and deliberations. The group explored opportunities for skills partnerships and collaboration with Ethiopia and discussed ongoing and planned activities related to skills development for labour migration.
Building on the recommendations and consent of the first TWG on Labour Migration, the Thematic Working Group on Skills Development was formed, and this second meeting provided updates on the progress made in implementing various skills-related components of the BRMM project as well as getting updates on various initiatives implemented by national partners. Under the BRMM support, the priority actions included the possible partnership with the Kingdom of Saudi Arabia through the skills verification program (SVP), considering curriculum revisions for care work, exploring skills partnerships for labour migration with neighbouring countries, and mapping skills and labour shortages in selected countries.
The meeting also offered a valuable opportunity for participants to learn from Ethiopia's skills programs targeting migrant workers and from India on their Skills Verification Programme with the Kingdom of Saudi Arabia. Additionally, the group reviewed and adopted the TOR for the Thematic Working Group, ensuring a unified and focused approach to skills development in the context of labour migration.
Moreover, the participants made decisions on the scope and level of the care work curriculum, identified synergies and options for skills partnership opportunities between Ethiopia and Kenya, deepened their understanding of skills partnerships for migration. As the meeting concluded, the group reflected on the shared experiences and insights, fostering a sense of collaboration.
