The ILO supports ASEAN in its efforts to increase the promotion and protection of the rights of migrant workers in the region, and the adoption of the Consensus, building on the 2007 Cebu Declaration, is a step forward.
Reaching an agreement on the Consensus is one of the key achievements of the Philippines’ ASEAN Chairmanship in 2017. Implementation of the Consensus will be guided by an action plan, which will be developed by ASEAN Labour Ministers to translate the Consensus into concrete actions.
The Consensus is a result of years of negotiations among ten ASEAN member states since adoption of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (Cebu Declaration) in 2007. Cebu Declaration tasked the relevant ASEAN bodies to develop an instrument on the protection and promotion of the rights of migrant workers, consistent with ASEAN’s vision of a caring and sharing Community.
