ASEAN employers validate policy positions on social security portability and skills mobility for migrant workers

SINGAPORE, 9 May 2025 - The ASEAN Confederation of Employers (ACE) has taken an important step in shaping regional labour migration policy by validating two new employer policy positions focusing on social security portability and skills mobility, recognition and development for migrant workers.
The technical meeting, hosted by the Singapore National Employers Federation (SNEF), addressed key aspects of labour migration within ASEAN - home to over 11 million international migrants, of which approximately 7 million are intra-ASEAN migrants and 40% are women.
ACE's policy responses are aligned with two key regional frameworks adopted in 2024:
- The ASEAN Guidelines on Portability of Social Security Benefits for Migrant Workers
- The ASEAN Vientiane Declaration on Skills Mobility, Recognition and Development for Migrant Workers
These frameworks have acted as catalysts for employer action and highlight the crucial role of social partners in translating policy into practice.

By validating these positions, ACE is demonstrating employers' commitment to supporting responsible, fair and economically sound labour mobility across the region, while ensuring that business needs and realities are reflected in the implementation of ASEAN policies.
This effort reflects ACT/EMP's continued support to regional employers' organizations as they engage in policy dialogue, shape reforms and contribute to building inclusive and sustainable labour markets.
