Armenian inspectors enhance skills through Training-of-Trainers Programme
Within the framework of the promotion of labour rights in Armenia, a Training-of-Trainers (ToT) course for labour inspectors of the Health and Labour Inspection Body (HLIB) of the Republic of Armenia was held from June 26 to June 30, 2023.

Division chiefs and experienced labour inspectors participated in the five-day training in Aghveran, Armenia.
In his opening speech, Nver Sargsyan, ILO project coordinator, noted that "Labour inspection is an important function that the State is obliged to implement effectively in line with the International Labour Organization (ILO) Labour Inspection Convention, 1947 (No. 81). A a systematic and sustainable knowledge base is absolutely crucial for effective labour inspection. The ILO development cooperation project "Promoting Implementation of Labour Rights in Armenia Together" (PILRAT) aims to create a pool trainers within HLIB. The primary objective of the training is to equip the selected labour inspectors with both essential soft and technical skills necessary for effective interaction with various stakeholders, including workers, employers, union representatives, employers' and workers’ organizations, judges, legal practitioners, and others."
In his turn, Slavik Sargsyan, Head of the Health and Labour Inspection Body, noted. "The programme has long-term goals and can greatly contribute to the development of inspectors' communication skills. It’s very important that the selected trainers will train their colleagues in the future.”
Two types of certificates will be issued to acknowledge participation and achievements of the participants. Those trainers who attended over 80% of the ToT sessions and demonstrated improvement in their knowledge have already received certificates of participation. Moreover, inspectors who will successfully conduct training sessions for their peers on agreed subjects in the upcoming months will be awarded certificates of achievement to recognize their trainer skills. They will then be responsible for continuously enhancing the capacities of existing and newly recruited labour inspectors.
"Through this initiative, we aim to create a comprehensive and sustainable knowledge base within the HLIB. This, in turn, allows them to effectively transfer knowledge to their peers, colleagues, and wider audiences," said Helena Perez, ILO international consultant.
The Training-of-Trainers course was conducted in an interactive format. In addition to soft skills such as communication, influencing, interviewing, report-writing, conflict management, decision-making, ethical behavior, presentation/public speaking, facilitation tools and techniques, training preparation, and evaluation, the programme also covered sessions on International Labour Standards (ILS), Occupational Safety and Health (OSH), Convention No. 81 guidelines, and gender equality issues.
The ToT programme was conducted in the framework of the ILO development cooperation project "Promoting Implementation of Labour Rights in Armenia Together" (PILRAT). The project is funded by the United States Department of Labour (USDOL).
Funding is provided by the United States Department of Labor under cooperative agreement number IL‐35631-20-75-K. 100% percentage of the total costs of the project or program is financed with federal funds, for a total of 2 million dollars.
