Armenia advances disability inclusion through strategic public financing dialogue
ILO and Ministry of Labor and Social Affairs of Armenia present new findings on disability care funding, highlighting the need for strategic investment and decent work in the care sector.

YEREVAN (ILO News) - The International Labour Organization (ILO) in collaboration with the Ministry of Labor and Social Affairs (MoLSA) of the Republic of Armenia organized a tripartite workshop in Yerevan on 25 June 2025 to present preliminary findings on public resource allocations for persons with disabilities (PwDs) in Armenia. The event was part of the UN Partnership to Promote the Rights of Persons with Disabilities project titled “Mapping and strengthening community-based care resources for persons with disabilities and long-term support needs”, jointly implemented by the ILO and the World Health Organization. The analysis presented was based on a comprehensive expenditure review of various MoLSA programmes targeting PwDs.
The workshop brought together 36 participants, including representatives from employers’ and workers’ organizations, non-governmental organizations supporting PwDs, the Ministry of Health and international organizations.
Following the presentation of key services and programmes, highlighting both achievements and ongoing challenges in reaching PwDs, participants engaged in an open and constructive discussion. They provided feedback on the report’s findings and proposed recommendations for future action.
The rich dialogue underscored the importance of strategic public financing and the critical role of investing in the care economy to support persons with disabilities. Participants also emphasized the need to ensure decent working conditions for care workers as a foundation for delivering high-quality care services.
