ANNOUNCEMENT: National Journalism Prize in Social Protection

The International Labour Organization (ILO) launches, in Angola, the First Edition of the National Journalism Prize in Social Protection, to recognize and encourage the practice of journalism related to the area of Social Protection in Angola, aiming to promote greater knowledge of Angolans about the system and benefits of Social Protection and encourage greater participation of citizens in the Social Protection system.

The initiative has a partnership between the Journalist Training Center (CEFOJOR) and the Association of Communicologists of Angola (ACAN), under the Project "Expansion of Social Security to Support the Formalization of the Angolan Economy", funded by the European Union.

Nature of the Prize

The Prize is an initiative of ILO Angola that distinguishes, on an annual basis, signed, original and quality journalistic works (news and reports), addressing matters on Social Protection, both contributory and non-contributory, produced by journalists working with/for the media in Angola, published in the national media, duly registered.

Objectives

• To recognize the excellent work carried out by journalists, rewarding matters related to the Social Protection System.
• To raise the quality of the content published by the media and to contribute to the dissemination of these matters to the public of interest.

Application period

The Application Period starts after the Prize launch event (24 April) and ends on 30 September 2024. However, all pieces produced and published in the period not prior to October 1, 2023 can be submitted for the Prize.

Participation Criteria

All original journalistic works, resulting from reports on Social Protection matters in Angola, both contributory and non-contributory, published in Portuguese, in the national territory, can compete for the Prize.

Applicants may be journalists from the public, private, cooperative, free-lance or community radio sectors, and must submit a copy of their professional card, attached to the letter of registration for the competition.

Participants can register on their own initiative or through the information agency to which they belong, indicating the category to which they apply.

Journalistic works that cannot compete

Journalistic works with the following characteristics should not compete:

• Those that, although published by the national media, constitute transcriptions or reproductions of journalistic pieces intended for or initially published in the foreign press;
• Pieces that have been submitted to other competitions, with or without awards.
• Chronicles, opinion articles and commentaries.
• The pieces in the competition based on press releases.
• The pieces that have been published only on social networks.

Pieces that contain harmful, misleading, defamatory or inappropriate content, or that promote illegal activities, will be disqualified.

Themes

The Award will distinguish subjects that address themes such as:

• The impact of the benefits (subsidies and pensions) granted by the Social Protection System on the lives of beneficiaries and pensioners.
• Access to Social Protection benefits as the realization of a right of citizenship.
• The extension of Social Protection coverage to workers in the informal economy.
• The territorial expansion of Social Protection coverage.
• The United Nations Global Accelerator on Jobs and Social Protection for Just Transitions.
• Universalization of the right to Social Protection and creation of fiscal space;
• Reforms introduced in the Social Protection System, namely in the payment of contributions.
• The process of registering taxpayers (companies) and beneficiaries (workers) in the Social Security System.
• The opening of new Social Security services.
• Advantages of registering Self-Employed Workers (TCP) in the Social Security System.
• The impact of digital platforms introduced in the framework of the process of modernization and computerization of the Social Security System.
• The gains resulting from the Social Security Investment Policy.
• The relationship between strong and comprehensive Social Protection systems and socio-economic development.
• The involvement of social partners in the governance of Social Security; and
• Other issues of manifest relevance for the deepening of knowledge about Social Protection.

Formats of journalistic works

News and reports published in the traditional national media in Angola, namely: Radio; Television and Written Press.

The best works in each of the following three (3) categories will be awarded: Radio; Television and Written Press.

Selection criteria

The submitted works will be analyzed and selected by the juries, according to the following criteria:

a) Publication in the period corresponding to the current competition.

b) Depth of research: Papers must demonstrate in-depth research and understanding of social protection issues in Angola.

c) Simplification: facilitating access to information through the presentation of data for easy understanding by the public.

d) Creativity: demonstrate creativity in the presentation of information to the public.

e) Precision: Present numerical and/or other data accurately and correspond to the facts.

f) Solution-orientation: creatively propose solutions aimed at improving the current and future situation of social protection in Angola.

g) Technical excellence: Compliance with the fundamental technical elements of a journalistic piece;

h) Call to action: the piece must inspire action from one or more target groups, namely, employees, employers and unemployed, workers in the informal economy, households and policy makers.

i) Promotion of gender equality and protection of people with disabilities and the elderly.

How to submit the application?

1. The entire application must be sent to the following email: [email protected]

2. For the purpose of application, the journalist must send:

• The completed consent form (Portuguese).
• Copy of the professional journalist card.
• And the piece, which can be:

o Video (.mp4 format)

o Audio (.mp3 format)

o Printed text (.pdf format)

Towards Radio and Television, the journalist will upload the piece to a file-sharing platform, such as Google Drive or WeTransfer, and include the link in the application email ([email protected]).

For radio and television pieces, the clippings made must include the call and the outcome made by Pivô, during the publication of the piece.

Prizes

The winning journalists of the Prize will be awarded:

• Trophy.
• Diploma of merit.
• A computer.
• A trip to exchange experiences in other countries.

The ILO will cover all travel expenses and provide daily allowances in accordance with organisational policies, ensuring a comfortable and enriching experience.

Intellectual property

The ILO reserves the right to publish the competing pieces in its communication channels and/or presentations and must duly mention the credits to the journalists who authored the journalistic work. Therefore, by submitting their works to this competition, candidates agree with this term and others in the announcement, as well as with the Prize Regulations.

Intellectual property provisions

1. Ownership and rights

a) The participant retains all intellectual property rights, including moral and economic rights, related to his/her participation in the "National Journalism Prize in Social Protection".

2. Grant of License

(a) By participating, the participant grants the International Labour Organization (ILO) a non-exclusive, worldwide, perpetual, irrevocable, royalty-free licence to use, reproduce, modify, publish, distribute and disseminate, in accordance with the ILO's Open Access Policy, the works submitted in any format or medium, for purposes related to the ILO's mission and activities.

3. Attribution and integrity

a) In any publication or dissemination of entries, the ILO undertakes to attribute the work to the participant in a manner such as "ILO/[Name of participant]", ensuring due recognition.

4. Representations and warranties

a) The participant affirms that all visual and sound elements included in their presentation are original works created by the participant or used with the explicit permission of the rights holders. The entrant warrants that all necessary consents have been obtained for the use of these items in the context of this competition and for subsequent use by the ILO as stipulated in these conditions.

b) The participant affirms that he has obtained the explicit consent of all identifiable individuals in the submission, guaranteeing the legal use of his images in accordance with these conditions. In cases where such individuals are legally unable to give their consent, the participant confirms that authorization has been obtained from a competent guardian or legal representative.

(c) If required by the ILO, the participant shall provide the original materials of his or her participation in high-resolution format.

General conditions

1. Use and protection of data

a) By participating, the participant authorizes the ILO to collect, process, store and use the participant's information (e.g. e-mail, gender, name, title) for purposes related to the competition. The name and title of the participant may also be made available to the public (e.g. lists of participants or results) and contact information may be shared with other participants in the competition.

2. Compliance with legal and ethical standards

a) Participants affirm that their contributions to the "National Journalism Prize in Social Protection" competition comply with all relevant laws and adhere to the ethical guidelines established by their professional associations or societies. This includes, but is not limited to, ensuring the protection and dignity of the children portrayed or involved in the production of their entries.

3. Miscellaneous

a) The ILO reserves the right to modify the dates, times and venues of the events/contest or to change any other aspect of the organization of the contest. In particular, the ILO reserves the right not to award prizes or to award other prizes that the ILO deems appropriate in its sole discretion.

b) By participating, the participant accepts these conditions and confirms that the information provided is true, accurate and complete. The participant must not provide misleading or false information.

(c) The ILO reserves the right to disqualify entries, revoke prizes and/or take appropriate action if misleading or inaccurate information is discovered or if these conditions have not been met, including after a prize has been awarded.

4. Dispute resolution

(a) With the exception of decisions on prizes, which are final and not subject to appeal, the entrant and the ILO are expected to make every effort to settle amicably, through direct informal negotiations, any dispute or controversy arising between them in connection with this competition, failing which the matter shall be finally settled by arbitration, in accordance with the UNCITRAL Arbitration Rules, currently in force. The arbitral tribunal shall consist of a single arbitrator.

b) Nothing in or relating to these Terms and Conditions or the competition shall be deemed to waive any of the privileges and immunities of the International Labour Organization.

Final and transitional provisions

1. Registration in the competition will imply tacit acceptance of these Regulations.

2. Omissions and any doubts regarding this Regulation will be clarified and decided by the General Coordination of the Competition.
