Angola strengthens capacities for implementation of labour market information system
A three-day workshop held in Luanda trained key stakeholders on labour market data production as part of Angola’s efforts to implement a national Labour Market Information System, with EU funding.

Luanda, Angola (ILO News) – The International Labour Organization and the Ministry of Public Administration, Labour and Social Security (MAPTSS) held, from 14 to 16 April, the Workshop on Data Production for the Implementation of the Labour Market Information System (LMIS).
The initiative was funded by the European Union, under the Project "Expansion of Social Security to Support the Formalization of the Angolan Economy", which aims to contribute to the objective of the Government of Angola to formalize the economy, in accordance with the Government's national priority of promoting decent jobs for all and diversifying the economy.
The workshop brought together about 30 representatives of MAPTSS, the National Institute of Statistics (INE), employers' and workers' organizations, with the aim of strengthening national capacities in the collection, production and analysis of labour market statistics, an essential step for the effective implementation of LMIS in Angola.
For three days, the participants delved into the concepts and methodologies associated with the indicators of decent work and the Sustainable Development Goals (SDGs), focusing on the harmonization of statistical concepts and the strengthening of inter-institutional coordination. This capacity building marks the beginning of a series of three workshops designed by the ILO to support the creation of a functional and sustainable LMIS.
"So, the next step, would be Angola working on the list of indicators and producing document that will help them to move toward the next workshop", said facilitator Maria Payet, a specialist in labour statistics at the ILO, predicting the next workshop on data modelling.
LMIS aims to provide timely, integrated and comparable information to support decision-making on employment, training and social protection. By consolidating data from different sources and promoting their sharing between public and private institutions, the system will contribute to addressing the structural challenges of the Angolan labour market, such as informal employment, skills mismatches and the absence of reliable information.
"What we learn here I hope to put into practice in my daily life, especially the concepts, formulas and rates," said Luziane Assis, from the MAPTSS Planning, Studies and Statistics Office, who said she had high expectations for the implementation of the system in Angola.
For Leonardo Lopes, from the General Labour Inspectorate, the implementation of the Labour Market Information System is a new challenge for Angola and the knowledge acquired at the workshop will allow the implementation of new measures to incorporate existing data and determine the different labour market indices.
This workshop represents a concrete step towards the consolidation of a National Employment Observatory in Angola and reinforces the links with the SADC Labour Market Observatory, in a perspective of regional integration. Participants closed the meeting with a commitment to advance the elaboration of the Master Plan for LMIS and to prepare for the next phases of the process, which will include data exchange and modelling.
