The purpose of this document is to initiate consideration of proposals for the Conference agenda for 2023 and beyond, including the strategic approach to be followed (see the draft decision in paragraph 45). In version "Rev.1" of 1 November, small errors have been corrected in paragraphs 25 and 45(d) and footnote 39.
