Employment Promotion in Syria

In 2005 Syria declared its intention to become a Lead Country of the United Nations Secretary General’s Youth employment Network. Under this framework, the ILO supported a School–to-Work transition study, which was prepared based on a previous survey.

Fostering an entrepreneurship culture in Syria was supported through the SHABAB programme, which introduced the ILO’s flagship entrepreneurship programme Know About Business (KAB) at secondary and vocational institutes. The ILO also organized several Training-of-Trainers workshops on its Start Your Business and Improve Your Business programmes. Over 1,000 teachers and 100,000 direct beneficiaries in Syria have been trained using KAB.

To bolster the capacity of government employment drives, an ILO assessment of public employment services was conducted in collaboration with the ILO’s ILO International Training Centre in Turin, Italy. Furthermore, a new law to reform Syria’s Commission for Employment and Enterprise Development was adopted in 2005 with ILO support.

Through the Syria Decent Work Country Programme (2008-2010), the ILO also conducted an analysis of labour market information on the employment implications of transitioning Syria to a ‘social market economy’ and support the implementation of the country’s national employment strategy. The Programme also conducted a legal and regulatory review to facilitate procedures for small and medium enterprise development as well as to increase the representation of social partners in the decision making process.
