This paper served as a background study for the 11th Session of the Joint ILO/UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel (CEART), held in Geneva, 8-12 October 2012.
This background paper seeks, to the extent possible with available data, to outline evolutions (either positive or negative) in educational provision, teacher employment and salaries, and the conditions of teaching and learning since the onset of the financial crisis in late 2008. To this end, recent data from a variety of sources is collated that highlight trends in overall education expenditure, including overseas development assistance (ODA), teacher employment, educator salaries and general conditions of teaching and learning. These are then compared to analogous indicators from pre-crisis years to distinguish any effect that the crisis may have had on the education sector.
