The ILO in a changing multilateral environment: Towards better effectiveness and efficiency
This document contains detailed proposals to improve the effectiveness and efficiency of the Office’s operations in a changing and challenging multilateral environment. The Governing Body is invited to provide guidance on the proposals, to endorse the overall strategic direction of the ILO review, and to request further proposals to be examined at its 356th Session (see the draft decision in paragraph 90).
Exchange of views in Committee of the Whole format, with the full participation of governments not represented in the Governing Body. These governments will be entitled to deliver one statement not exceeding 3 minutes.

Opening statements by the spokespersons of the Employers’ and Workers’ groups: 15 minutes each
Spokespersons of regional government groups: 10 minutes
Government members of the Governing Body: 5 minutes
Non-Governing Body members: 3 minutes
Closing remarks by the spokespersons of the Workers’ and the Employers’ groups: 10 minutes each
