Capacity development for ILO tripartite constituents
A core element of the ILO’s Technical Cooperation Strategy is to build the capacity of constituents to deliver their own and the Organization’s mandate, and to play a significant role in national social and economic planning. The ILO’s technical cooperation programme already includes numerous institutional capacitybuilding efforts, yet further shaping of such initiatives is needed to ensure maximum impact and value for resources spent. The paper examines capacity-development initiatives of the ILO and lessons learned, and proposes a number of measures to improve the ILO’s capacity-development approach.
