Organized jointly by the International Labour Organization (ILO) and the African Union Commission (AUC), the conference saw the effective participation of the International Trade Union Confederation-Africa (ITUC-Africa), the International Organization of Employers (IOE), the Regional Economic Communities (RECs), the International Organization for Migration (IOM) and other stakeholders working on the governance of labour migration.
One of the main conclusions of this African Conference is the Call to Action to:
- Develop common solutions to the common challenges facing African migrant workers on the African continent and beyond.
- Accelerate the ratification and implementation of the African Union Protocol to the Treaty establishing the African Economic Community on the Free Movement of Persons, the Right of Residence, and the Right of Establishment (AU Protocol on Free Movement) and all Regional Protocols on Free Movement.
The participants made 40-point recommendations focusing on:
The need to streamline Bilateral Labour Agreements (BLAs)
Fair recruitment
The gender dimension of labour migration
Extension of social protection to migrant workers
Skills development and recognition
Strengthening intra- and inter-regional dialogue and cooperation.
The participants also recommended the regular organization of the ALMC on a tripartite basis, preceded by a bipartite meeting of the social partners and followed by a ministerial meeting every two years, including the establishment of a follow-up system to assess the implementation of the conference's decisions and action points.
