CNAAS: Upscaling agricultural insurance to reach sustainability
The ILO works with the national agriculture insurance company of Senegal (CNAAS) to support the further development of their business strategy to reach scale and sustainability.
Compagnie Nationale d'Assurance Agricole du Sénégal (CNAAS), the only agricultural insurance company in Senegal, is a public-private partnership, with the government owning 45 per cent and the balance owned by private actors like (re)insurers and fi-nancial institutions. Following its experience in implementing successful agriculture insurance pilots and protecting more than 500,000 farmers, CNAAS wants to develop a business strategy to reach scale and sustainability.
Pilot objectives
Consolidate business models with different distribution channels (for example, value chain ac-tors, banks, microfinance institutions and mobile network operators)
Improve processes and operations through a digital transformation process
Explore business-oriented solutions to offer agriculture insurance without subsidies
Pilot activities
Assess past and current pilots implemented by CNAAS
Capture lessons learned and develop knowledge-sharing products from CNAAS experience
Provide technical inputs to IT service providers and oversee the development of a digital plat-form and digital payment solution
Develop and deliver training modules to build the capacities of field agents in using the new digital solutions
Assess agricultural insurance models and identify successful factors to reach sustainability (with and without subsidies)
Conduct market research and assess the added value (for example., access to finance) provided to smallholder farmers by CNAAS offering
