Fishbowl arrangement will be used on Day 2 of the Meeting for the Session entitled Integrated Policy Frameworks for Accelerating and Guaranteeing a Just Transition for an environmentally sustainable Caribbean socio-economic transformation. It is a technique for facilitating dialogue between delegates in a way that exposes others to their knowledge while expanding the collective understanding of a subject. Knowledgeable people (the fish) sit in circle to discuss a series of directional questions posed by the moderator. They are surrounded by a larger group of observers in an outer circle (the bowl).
The inner circle is the stage for speaking and contributing. Those in the outer circle must listen actively and have to move into the position of a fish when they wish to speak, ask a question or otherwise contribute to the conversation.
The first round of debate will start with four experts/delegates. When they have finished their contributions based on questions posed by the moderator- they may opt to leave the bowl, creating space for new fish from the circle of observers, or remain if they wish to speak again. Observers should signal by standing or raising hands that they wish to move into the bowl. Once you have asked your question or made your contribution you are free to leave the inner circle to let another participant step in. You can step in and out as many times during the session as you feel, should you have something worth sharing.
